2013Year 4On January 22, Ma Xingrui, Vice Minister of the Ministry of Industry and Information Technology and Director of the National Atomic Energy Agency, accepted an interview with the International Atomic Energy Agency in Beijing and answered questions from reporters on China's nuclear energy development status and prospects, fulfillment of international obligations, and international cooperation.

 

  Ma Xingrui first briefly introduced the current situation of China's nuclear power development. Mainland China currently has 16 nuclear power units in operation.Taiwan, with a total installed capacity of 1361Ten thousand kilowatts; 29 nuclear power units under construction, with a total installed capacity of 31.64 million kilowatts, the scale of nuclear power units under construction ranks first in the world. However, at present, China's nuclear power only accounts for 2% of the country's total power generation, which is far below the world average of 17%. Therefore, China's nuclear power still has a lot of room for development. 70% of China's electricity comes from coal power, and fossil energy such as coal, oil and natural gas account for 90% of the total primary energy consumption, which has caused great pressure on the environment. In order to protect the ecological environment and build an energy-saving, low-carbon and ecologically civilized society, the Chinese government is gradually adjusting and optimizing the energy structure in order to build a more secure, stable, economical and clean energy system. After the Fukushima nuclear accident, the Chinese government readjusted its nuclear power development plan, further improved government management, made every effort to promote technological innovation, and increased international cooperation to ensure the safety and stability of nuclear power. China has full confidence in the future development of nuclear power.

 

  Ma Xingrui affirmed the important contribution made by the International Atomic Energy Agency to preventing the proliferation of nuclear weapons and maintaining world peace, and said that China has always supported the efforts of the international community to prevent nuclear proliferation and the agency's nuclear safeguards activities. At present, China has joined the main international non-proliferation mechanisms and has established a complete nuclear material and nuclear export control system at home. As a responsible major country, China will strictly abide by the relevant international non-proliferation norms and fulfill its corresponding obligations.

  

  Ma Xingrui finally said that over the years, China has continuously increased its basic research in nuclear science and the development of advanced nuclear energy technology, accumulated rich experience and trained a large number of talents. On the basis of fully summing up its own development experience and learning from international mature technologies, China has independently developed pressurized water reactor technology that meets the safety and technical and economic indicators of third-generation nuclear power, and has made design improvements based on the experience and lessons of the Fukushima nuclear accident. China is willing to use its experience and technology in nuclear power development to provide more support to developing countries and make greater contributions to the world's nuclear energy development.
