Nuclear power is recognized as a clean energy in the world. With the development of nuclear power technology, the safety and economy of nuclear power have been improved. China has also increased its investment in nuclear power, and the nuclear power development strategy has been adjusted from "moderate development" to "active development". With the rapid development of nuclear power industry,Nuclear power valveThe scale of demand will continue to expand.

Domestic nuclear power construction 2009It began to accelerate in 2011 and stagnated after the Fukushima nuclear accident in Japan. Nuclear power is currently the only clean energy that can replace fossil energy on a large scale and has strong market competitiveness. Domestic nuclear power generation accounts for about 1.8 per cent, compared with a global average of 14 per cent. The National Development and Reform Commission's Medium and Long-term Development Plan for Nuclear Power (2005-2020) issued in October 2007 sets the 2020 target: by 2020, the installed capacity of nuclear power will reach 40 million kilowatts; at the same time, considering the follow-up development of nuclear power, the nuclear power capacity under construction should be maintained at about 18 million kilowatts by the end of 2020. From 2007 to 2010, 4, 14, 6 and 4 units were started in China. After the Fukushima nuclear accident in Japan on March 11, 2011, the world's nuclear power community has tended to agree that the non-active safety third-generation AP1000 nuclear power technology, which can solve nuclear safety problems such as emergency core cooling without relying on external power sources, is more advanced.

2011On March 16, 2002, Premier Wen Jiabao of the State Council presided over an executive meeting of the State Council to listen to reports on the response to the nuclear leak at Japan's Fukushima nuclear power plant and made four decisions: (1) immediately organize a comprehensive safety inspection of China's nuclear facilities; (II) strengthen the safety management of nuclear facilities in operation; (III) a comprehensive review of nuclear power plants under construction; (IV) strict approval of new nuclear power projects.

Total installed 4400 of nuclear power plants currently in operation and under construction in ChinaAbout ten million, fully meeting the original target of 40 million kilowatts of nuclear power operating capacity by 2020; since the third-generation AP1000 unit has no operating precedent in the world, nuclear power technology has not been fully verified, we judge that the domestic nuclear power construction during the "Twelfth Five-Year Plan" period The scale will be strictly controlled.

2012Year 5On January 31, Premier Wen Jiabao of the State Council presided over an executive meeting of the State Council to listen to the report on the comprehensive safety inspection of civil nuclear facilities across the country again. He discussed and approved in principle the 12th Five-Year Plan for Nuclear Safety and Radioactive Pollution Prevention and Control and the Long-term Goals for 2020. At present, 15 nuclear power units have been operated in China, with a total installed capacity of 12.444 million million, 29 units under construction (including 4 million-kilowatt-class non-dynamic pressurized water reactor AP1000 units imported from Westinghouse in Zhejiang and Haiyang in Shandong), with a total installed capacity of 31.6 million kilowatts (including 3 main projects that have not yet started).

Insisting on developing nuclear power on the premise of ensuring safety, and grasp the rhythm of development; Before the nuclear power technology that meets the most advanced safety indicators is fully verified, the scale and speed of nuclear power construction should be reasonably controlled; and advanced nuclear power technology with high safety performance with China's independent intellectual property rights should be actively developed.

2012Year 10On January 24, Premier Wen Jiabao of the State Council presided over an executive meeting of the State Council to discuss and adopt the 12th Five-Year Plan for Energy Development, discuss and adopt the Nuclear Power Safety Plan (2011-2020) and the Medium-and Long-Term Development Plan for Nuclear Power (2011-2020) again, and make arrangements for nuclear power construction at present and in the future: (1) steadily resume normal construction, reasonably grasp the pace of construction, and steadily and orderly progress; (II) the scientific layout of projects, only a few fully demonstrated nuclear power project sites will be arranged along the coast during the "Twelfth Five-Year Plan" period, and no inland nuclear power projects will be arranged. (III) raise the entry threshold, in accordance with the world's highest safety requirements for new nuclear power projects, new nuclear power units must meet the three generations of safety standards.
